Abstract

The sophistication of information technology is beneficial to community sector administration. It helps the establishment of ‘knowledge-based culture', which may be a favorable environment for expansion evaluation. But for what degree is complex IT applied among different agencies of governments? Will the use of top-of-the-line tech equipment factor much in decision-making and measure of performance between these organizations? Particularly, does it influence capacity building in evaluation and management to get development ends in countries like the Philippines?

The paper examined the depth of knowledge-based practice in disaster risk management and medical sectors inside the Philippines. That explored the reach of advanced info technologies and linked understanding use with decision-making and measure of performance from a comparative perspective. It contended that there is a tendency towards class which is not entirely supportive of the building of strong potential in controlling for development results and sound way of measuring performance. The findings present a relatively great level of advanced IT & ‘knowledge' make use of among companies but hyperlink to measure of performance & evidence-based decision making is weak. The presentation may contribute to a clearer comprehension of how technology is influencing the way creation issues are addressed and exactly how it shapes the development of bodily knowledge that builds upon the emerging practice of evaluation.

1 . 0INTRODUCTION

Recently, there exists a growing demand for greater responsibility, transparency, and evidence-based demo of not only programs' although more importantly, of entire governments' performance as well (Zorzi, 3rd there�s r., Perrin, N., McGuire, Meters., Long, B., & Shelter, L. 2002). This appears to be a global craze and an indication of how the world is advancing toward an even more responsible world. Interestingly, the emerging discipline of creation evaluation presents innovative ideas on how government authorities can interact to this demand. One example may be the concept of managing for development results [MfDR], a college of thought that espouses " results-based” or perhaps " evidence-based” practice a manager. It is a management philosophy that advances scientific demonstration of performance and success of programs and organizations, and uses facts to improve decision-making.
